The City of Raleigh's Tenant-Based Rental Assistance program shows the full range of what Held's infrastructure can do. One program, one funding source, one reporting structure-and a payment toolkit that meets participants and program staff exactly where they are.
We disburse monthly rent directly to property managers and landlords by check or ACH. When a household has fallen behind, we can cover arrears as well-same infrastructure, no extra process.
We issue a reloadable GiveCard to each participant for utility setup fees and ongoing utility bills. For participants who prefer to pay their own rent, we can load rental assistance directly onto that card-spending locked to their management company only. The funds go to the right place. The participant pays their own rent. No check to track down, no ACH enrollment required.
Program staff have their own Held card loaded with diversion funds. Need to cover a hotel while someone waits on a unit, pay an apartment application fee, or handle an unexpected arrears payment right now? They spend on the spot. No company card to share, no finance department to loop in, no check request to file. Every transaction is tracked by program and funding source, and rolls into the same reporting structure as the rest of the program.
Case managers know what someone needs. The barrier is usually speed: getting a check cut, finding the shared credit card, waiting on finance. Held eliminates that gap. Program-specific cards with spending limits let staff act immediately, without creating accounting headaches.
